Dublin airport price cap review

Skylark were engaged by Aer Lingus to provide regulatory advisory support in response to Dublin Airport’s (DAA) business plan submission to the Irish Aviation Authority (IAA) 2027-2031 price cap determination.

Skylark’s review covered DAA’s traffic forecasts, commercial revenue forecasts and Capital Investment Program (CIP27).

  • The traffic forecasting review included an assessment of DAA’s unconstrained and constrained traffic forecast methodology, forecast assumptions and traffic growth assessment to provide robust, evidence-based recommendations for the IAA

  • The commercial review included an assessment of the DAA’s forecast across all revenue streams, testing yield assumptions and historical performance against prior IAA determinations and benchmarks.

  • The capex review included reviewing the CIP27 from cost, deliverability, and risk perspectives across four thematic areas, before consolidating the findings into a final report that sets out risks, opportunities, and recommended positions ahead of the draft determination.
